no. that's not secret diplomacy. you might want to consider thoroughly discussing the accused's tactics in the game chat prior to accusing them of doing any harm on a forum. i wouldn't consider it secret diplomacy under any circumstances. They are/were still attacking one another, and they are/were protecting their borders.
Now that a truce is being declared, you certainly have nothing to worry about. And nothing to complain about. You put it out in the open in the game chat. Your accusation was denied with reason and validation. Afterward, due to your post on this forum ( an unnecessary and ill-calculated measure ), the accused proposed a truce.
This is quite a silly case. I've witnessed several games where it is perfectly clear secret diplomacy had been conducted. In this case, there is no evidence.
